A digital wallet in Philippine rules is defined by what it holds and who issues it, not by the app on your screen. The Bangko Sentral ng Pilipinas (BSP) wrote that definition into Circular No. 1166 (2023) on e-money. Here it is in plain words, with Maya as the worked example.

Digital wallet: the BSP’s definition of e-money

Circular No. 1166, section 702, defines e-money as electronically stored monetary value with seven features.

  1. It sits in a non-interest-bearing, non-deposit transaction account.
  2. It is denominated in or pegged to Philippine Peso or other foreign currencies.
  3. Customers pre-fund it to make payments.
  4. The issuer and other persons, including merchants, accept it as payment.
  5. It is issued against funds equal to its value.
  6. It is a claim on its issuer.
  7. It can be withdrawn in cash or cash equivalent, or moved to other accounts that can.

The same section says e-money is issued and redeemed at face value only, is not a deposit and earns no interest.

How a digital wallet differs from a bank account

The circular names electronic instruments as cash cards, prepaid cards, stored value cards or any digital wallet accessible via mobile phones or other access device. A wallet is therefore one kind of e-money instrument, and the e-money in it is explicitly non-deposit.

Maya runs both sides under one brand, which is why the table splits them: the wallet is e-money, and Maya Bank’s savings are deposits.

Mobile wallet: open-loop and closed-loop

A mobile wallet is the circular’s digital wallet reached from a phone. The circular splits wallets in two. A closed-loop wallet is accepted as payment only by the merchant that issued it, while an open-loop wallet is accepted by other persons and entities as well. Maya’s own terms describe value used through its in-app shop, QR, point of sale and online payments at merchants honouring payment schemes, which is open-loop use.

Issuers on the BSP’s list, with Maya as the example

The circular classes issuers as EMI-Banks and EMI-Non-Bank Financial Institutions. The BSP’s published list of supervised electronic money issuers, as of 31 May 2026, has a bank section and a non-bank section. Maya Philippines, Incorporated is entry 19 in the non-bank section, and its terms call it an electronic money issuer duly licensed and regulated by the BSP.

Where the lobby’s PayMaya banner fits

The lobby’s banner, read on 27 September 2026, named PayMaya, today’s Maya, and it is the one wallet the lobby names in public. The amounts and processing notes are on the Deposit and Withdrawal screens after login. For the setup order read the PayMaya casino pillar, and for the comparison of methods read casino payment methods Philippines players see and the Maya casino reference row.
