DAILYJILI Executive Order 9: What It Suspends and What Stays Lawful
Executive Order No. 9 (28 December 2022) keeps e-sabong suspended nationwide: no live-streaming of cockfights outside cockpits and no online or off-cockpit betting on them.

E-sabong operations have been suspended nationwide since 2022 under Executive Order No. 9, signed 28 December 2022 by President Marcos Jr., and this page reads Executive Order 9 line by line, sets it beside the older cockpit rules it leaves untouched, and links to the pages that define the vocabulary. It is a reference for readers who want the law’s own words. It does not say where or how to bet on cockfights, and it names no e-sabong operator.
What Executive Order 9 suspends, section by section
The order is titled “Directing the Continued Suspension of Electronic Sabong Operations Nationwide”. Its recitals say a nationwide suspension of e-sabong operations was implemented on 3 May 2022, and that the order exists to reiterate that suspension, clarify the scope of existing regulations and direct agencies to act against illegal e-sabong. The operative text is short.
| Section | What it provides |
|---|---|
| 1 | All e-sabong operations, including auxiliary e-sabong operations, continue to be suspended nationwide |
| 2 | PAGCOR coordinates with local government units, agencies and private entities; DILG and PNP assist and act against violators |
| 3 | PAGCOR, with DILG and PNP, submits regular reports to the President through the Office of the Executive Secretary |
| 4 | Separability: if one part is held invalid, the rest stays in force |
| 5 | Repeal: inconsistent orders, rules and regulations are repealed, amended or modified |
| 6 | Effectivity: the order takes effect immediately |
Section 1 names two suspended activities. The first is live-streaming or broadcasting of live cockfights outside cockpits, cockfighting arenas or the premises where the fights are held. The second is online, remote or off-cockpit wagering on live cockfighting matches streamed or broadcast live, regardless of where the betting platform is, including platforms situated inside a cockpit.
What Executive Order 9 leaves lawful
The last paragraph of Section 1 carries the carve-out: “The operations of traditional cockfights authorized or licensed under existing laws shall not be covered by the foregoing suspension.” The order therefore does not abolish the cockpit. It removes the broadcast and the remote bet, and leaves the licensed fight in its arena to the laws that already governed it.
| Activity named in Section 1 | Status under the order |
|---|---|
| Live-streaming or broadcasting a live cockfight outside the cockpit | Suspended |
| Online, remote or off-cockpit betting on a live-streamed cockfight | Suspended |
| Betting platform situated inside the cockpit, for live-streamed matches | Suspended |
| Traditional cockfight authorized or licensed under existing laws | Not covered by the suspension |
The order also states a time frame in one direction only: it says “continue to be suspended” and gives no expiry. In September 2024 the Philippine News Agency quoted PAGCOR chairman Alejandro Tengco saying the government has no plans to revive online sabong. That is a statement to reporters, not a change in the text, so the order itself remains the document to read.
Presidential Decree 449: the rules that still govern a licensed cockpit
Presidential Decree 449, signed 9 May 1974 as the “Cockfighting Law of 1974”, governs the establishment, operation, maintenance and ownership of cockpits. Its preamble calls cockfighting a popular, traditional and customary form of recreation among Filipinos, and says it should not become an object of business enterprise or a tool of uncontrolled gambling. The Executive Order 9 recitals open by naming this decree. The sections that matter most to a reader are these.
- Section 5(a): only Filipino citizens not otherwise inhibited by existing laws may own, manage and operate cockpits.
- Section 5(b): one cockpit per city or municipality, or two where the population is over one hundred thousand.
- Section 5(d): cockfighting only in licensed cockpits on Sundays, legal holidays and local fiestas (not more than three days), with a similar three-day allowance for fairs and expositions on a local resolution, subject to the approval of the Chief of Constabulary or his authorized representative.
- Section 5(f): no gambling of any kind on the premises of the cockpit during cockfights.
- Sections 6 and 7: city and municipal mayors license cockpits, and gaffers, referees and bet takers need a licence renewable every year on their birth month.
Section 4 defines the roles you will see named on the vocabulary pages: the bet taker or promoter, the gaffer (taga tari), the referee (sentenciador) and the bettor. Section 8 sets the penalties, covered in the FAQ below.
Local licensing under the Local Government Code
Republic Act No. 7160 hands the licensing question to local councils. Section 447(a)(3)(v) for the sangguniang bayan, and Section 458(a)(3)(v) for the sangguniang panlungsod, empower them to “authorize and license the establishment, operation, and maintenance of cockpits, and regulate cockfighting and commercial breeding of gamecocks”, with the proviso that existing rights should not be prejudiced. The Executive Order 9 recitals cite the same two provisions, numbered there as Sections 447(3)(v) and 458(3)(v).
| Source | What it settles for a cockpit |
|---|---|
| Presidential Decree 449 | National rules: ownership, number of cockpits, days, officials, penalties |
| Mayor under Section 6 of the decree | The licence to operate and maintain a cockpit |
| Local council under Republic Act 7160 | Authorizing, licensing and regulating cockpits and commercial breeding of gamecocks |
| Executive Order No. 9 | Suspension of live-streaming and off-cockpit betting; licensed fights not covered |
For a cockpit that means the rules come from three places. The decree sets the national rules, the mayor issues the licence under Section 6 of the decree, and the council regulates under the Local Government Code. Executive Order 9 sits on top of them only for the broadcast and remote-betting activities it names.

The responsible gaming limits and tools page lists the tools to set a ceiling before you play, and the gambling help and support routes page lists where to go if play has stopped being a choice.
FAQ
Is e-sabong legal in the Philippines now?
E-sabong operations have been suspended nationwide since 2022. Executive Order No. 9, dated 28 December 2022, directs that all of them continue to be suspended and has no end date in its text. Read the order on lawphil.net and any later announcement on pagcor.ph before relying on anything you hear second-hand.
Who signed Executive Order 9?
President Ferdinand R. Marcos Jr. issued it, and it is dated 28 December 2022. It is signed on his behalf by Executive Secretary Lucas P. Bersamin, and Section 6 makes it effective immediately.
Are ordinary cockfights in a licensed cockpit still allowed?
The order says the operations of traditional cockfights authorized or licensed under existing laws are not covered by the suspension. Those cockfights remain under Presidential Decree 449 and the local licensing rules, which restrict where and when a fight may be held.
What is the penalty for breaking the cockpit rules?
Section 8 of Presidential Decree 449 sets two bands. A financer, owner, manager, operator, gaffer, referee or bet taker faces prision correccional in its maximum period and a fine of ₱2,000. Any other offender faces prision correccional or a fine of ₱600 to ₱2,000, or both. The order's own recitals also name Presidential Decree 1602 as setting stiffer penalties for illegal cockfighting, so read that text for current figures.
Does DAILYJILI offer sabong?
No. On 6 October 2026 the DAILYJILI lobby's Game center listed Slots, Fishing, Live Casino, Arcade and Sports, and its home tabs read Slots, Fish, Live, Poker and Sports. There is no sabong entry in the lobby, and this page makes no suggestion that there is one.
Where do I read the order and the decree myself?
Both are published in full on lawphil.net, the Arellano Law Foundation's statute site: Executive Order No. 09 of 2022 and Presidential Decree No. 449 of 1974. The Local Government Code provisions are in Republic Act No. 7160 on the same site.
