Karera is the Filipino word for a race, and in betting talk it means a horse race with a ticket on the result. You buy a ticket, the money joins a shared pool, and winners split what the pool returns. Who sets the rules for that pool is written in Philippine law, and this page walks you through it ticket first, rules second. If you want the opposite model, where a firm quotes you a price, start with how a bookmaker prices bets.
Karera ng kabayo in plain words
Karera ng kabayo is horse racing: karera is the race, kabayo is the horse. The vocabulary on a Philippine ticket board is mostly English, so these are the words you will meet.
| Word | Plain meaning | Whose wording |
|---|---|---|
| Karera | A race, here a horse race | Customary Filipino usage |
| Win (WIN) | Your horse finishes first | Philracom’s bet table |
| Place (PLC) | Your horse finishes first, second or third | Philracom’s bet table |
| Forecast (FC) | First and second in the exact order | Philracom’s bet table |
| Trifecta (TRI) | First, second and third in the exact order | Philracom’s bet table |
| Daily Quinella (DQ) | First and second in any order, in both of two races | Philracom’s bet table |
The right-hand column is the point: a code on a ticket means whatever the track’s regulator says it means, so a word you learned in another country may not carry over exactly. Two of those words get their own pages, in how a trifecta pool pays and in quinella and exacta tickets compared.
Buying a karera ticket step by step
Philracom’s getting-started page tells you what to say at the counter, and the order matters. Say these four things in sequence:
- The race number.
- The type of bet.
- The amount of the bet.
- The horse’s number, or numbers.
Philracom’s own example is “Race no, 3, Win, P 10.00 horse number 5”, which is P 10.00 on horse 5 to win race 3. Its forecast example is “Race no. 5, FC, P 10.00, horse number 12 and 7”, which backs horse 12 to finish first and horse 7 second. You then hand over cash and keep the ticket, because Philracom says you need it to claim the money if you win.
Who regulates karera and its betting
Two public bodies split the job. Presidential Decree 420, dated 20 March 1974, created the Philippine Racing Commission and gave it exclusive jurisdiction over every aspect of the conduct of horse racing: framing and scheduling races, building and securing tracks, and prizes. The same decree keeps the supervision and regulation of betting in horse racing out of its reach, and leaves it with the Games and Amusements Board under Republic Act 309.
| Question | Body | Source |
|---|---|---|
| Who schedules and secures the races? | Philracom | PD 420, Section 8 |
| Who supervises the betting? | Games and Amusements Board | PD 420, Section 8, and RA 8407, Section 2 |
| Who may take bets at a track or off-track station? | The franchise holder or its authorised agents | RA 8407, Section 4 |

Where a karera pool’s money goes
A karera pool is not all returned to winners. Republic Act 8407, which extends the Manila Jockey Club’s franchise, apportions the total wager funds in its Section 8, and the table shows the split.
| Share of the pool | Goes to |
|---|---|
| 82% | Dividends to holders of winning tickets |
| 8.5% | The franchise holder as its commission or fee |
| 8.5% | Stakes or prizes for win, place and show horses, and authorised jockey bonuses |
| 1% | The Philippine Racing Commission (or, for pari-mutuel races, the Games and Amusements Board) |
Here is an example with round numbers chosen for the arithmetic: if tickets for one race total P 100,000, that franchise text sets aside P 82,000 for dividends. If the winning combination is held by 20 tickets of equal size, each shares P 4,100 for every P 2 unit, before the tax on winnings and breakage. Republic Act 11649, the Hapi Jockey Club franchise, also fixes 82% for dividends, though its other shares differ, so read the section for the club you are betting with.
Reading the numbers before you stake
Your dividend moves while betting is open, because every new ticket changes the pool. That is why no page here can tell you what a combination will pay. The same arithmetic holds at any track:
- A bigger pool does not raise your share by itself; more tickets on your combination lowers it.
- A longer combination, such as a trifecta, has far more possible results than a Win bet, so each result usually holds fewer tickets.
- Taxes on winnings are deducted before payment. RA 8407, Section 13, states 10% of winnings, and 4% for winnings from double, forecast or quinella, and trifecta bets.

FAQ
Ano ang karera sa sugal?
Karera means race. In betting it usually means karera ng kabayo, horse racing, where you buy a ticket on a horse or a combination of horses and the dividend comes from a shared pool.
Who regulates karera in the Philippines?
The Philippine Racing Commission (Philracom) holds jurisdiction over the conduct of racing under Presidential Decree 420. The Games and Amusements Board keeps the supervision and regulation of betting in horse racing.
What is the smallest bet on a karera ticket?
Philracom's own bet table lists P 5.00 for Win, Place, Forecast, Daily Double and Extra Double, and P 2.00 for Daily Quinella, Trifecta and the longer combinations. Read the track's ticket board for what that day's meeting sells.
Does karera pay a fixed price?
No. A pool dividend depends on how much was staked and how many tickets hold the winning combination, so it is only known once betting closes. A bookmaker's fixed price is a different way to bet.
Can I see which sports DAILYJILI lists?
