Horse racing in the Philippines has two public regulators with different jobs: one runs the sport, the other supervises the betting on it. The Philippine Racing Commission, known as Philracom, holds the first job under Presidential Decree 420. This page lays out who does what, which venues the saved laws and Philracom’s pages name, and which bet types Philracom’s own table lists. For how a price differs from a pool, read the bookmaker model of fixed odds.
Philracom: what the commission runs
Philracom is the answer to “who runs it”. Presidential Decree 420 is dated 20 March 1974 (a Department of Budget and Management summary writes 24 March), and the commission’s own site publishes it with Presidential Decree 1095, which amended Section 8; the Department of Budget and Management summary adds Republic Act 7324 as a further amendment.
| Point | What the source says | Source |
|---|---|---|
| Creation | The Philippine Racing Commission, under the Office of the President | PD 420, Section 2 |
| Jurisdiction | Exclusive jurisdiction over every aspect of the conduct of horse-racing, including race scheduling, track construction and safety, prizes and security | PD 420, Section 8, as amended by PD 1095 |
| Powers | Register racehorses and owners, permit race meetings, issue and revoke licences, suspend a racing event for a violation | PD 420, Section 9 |
| Mission | Run racing “exclusive of the supervision of betting” | Philracom, Mandate, Mission and Vision |
Philracom’s mandate page adds that it also works to improve the breed of racehorses and regulate their importation.
Who supervises horse racing betting
Horse racing betting sits with a second body. PD 420 transfers the Games and Amusements Board’s racing functions to Philracom except those related to the supervision and regulation of betting, under Sections 6, 11, 15, 18 and 24 of Republic Act 309. The franchise laws repeat the split: races are under Philracom, betting supervision stays with the Games and Amusements Board.
The split in one view:
| Job | Body |
|---|---|
| Races, tracks, prizes, security | Philracom |
| Supervision of betting in horse racing | Games and Amusements Board |
| Fine for unauthorised bets on a club’s races | P 20,000 to P 100,000 (RA 8407 and RA 11649) |
Both franchise laws also say who may take a bet. The Manila Jockey Club under Republic Act 8407, and the Hapi Jockey Club under Republic Act 11649, may offer, take or arrange bets in person or by electronic means, in on-track or off-track betting stations. No other person or entity may do so on that club’s races, and each law sets a fine of P 20,000 to P 100,000 for a violation, with imprisonment possible.
Venues the laws and Philracom name
This table lists the venues named in the franchise laws and on Philracom’s own pages. Philracom’s own list of licensed tracks and off-track operators is read on philracom.gov.ph.

| Hapi Jockey Club, Inc. | 25-year franchise for racetracks in Batangas, Laguna and Cavite; signed 8 March 2022 | RA 11649 |

Horse racing betting: Philracom’s bet types
Philracom’s getting-started page splits horse racing betting into straight bets and exotic bets. Straight bets pick one horse for first, second or third; exotics combine horses or races, pay more and are harder to win. Its table gives each bet a code and a minimum.
| Bet (code) | Minimum | What it asks |
|---|---|---|
| Win (WIN) | P 5.00 | First place only |
| Place (PLC) | P 5.00 | First, second or third |
| Forecast (FC) | P 5.00 | First and second, exact order |
| Daily Double (DD), Extra Double (XD) | P 5.00 | The winner of two races (consecutive for DD, non-consecutive for XD) |
| Daily Quinella (DQ) | P 2.00 | First and second in any order, in both races |
| Trifecta (TRI) | P 2.00 | First, second and third, exact order |
| Quartet, Pentafecta, Super Six | P 2.00 | The first four, five or six in exact order |
| Daily Double +1, Pick Four, Pick Five, Pick Six, Winner Take All | P 2.00 | The winners of three, four, five, six or seven consecutive races |
Philracom states that the minimum bet on each horse race is P 5.00. Two of these bets have pages of their own: a trifecta ticket and its payout and the quinella family of two-horse bets.
Pools, not prices
At a racetrack the money you stake joins a pool, and the dividend depends on the pool. Take a P 100,000 pool and the 82% that RA 8407 sets for dividends: P 82,000 is shared by the winning tickets, an example with round numbers only. The 8.5% prize share and the 8.5% club commission in that law are the rest.
That is a different idea from spread and total lines. Middling, for instance, needs two bookmakers or two lines on one game, and a pool has no line to middle; see middling on a spread for that.
